Void Containment Act 630 KC

An Act to make provision about the dangers of void magic and its necessary control within society.

Be it enacted by the King’s most Excellent Majesty, by and with the advice and consent of the Council of the King’s Royal Court, in this present Parliament assembled, and by the authority of the same, as follows:—

s1. Purpose & Sanctioned Organisations

  1. The Void Containment Act seeks to grant authorised law enforcement authorities with emergency powers to hinder and eliminate the spread of void-related ailments and corruption amongst the citizens of the Kingdom of Stormwind (hereinafter the “Purpose”).
  2. Only sanctioned law enforcement organisations may carry out the Purpose. Application for sanction must be submitted to the Office of Justice for approval.
  3. Sanctioned law enforcement organisations maintain the responsibility to determine which of their employees may carry out the purpose (hereinafter “Sanctioned Official/s”).
  4. Sanctioned Officials may, in the execution of their duties, employ the support of organisations and/or individuals who are qualified to support them in matters pertaining to void corruption.

s2. Possession

  1. A person is guilty of the offence of Possession of Void Contraband if they are in physical possession or in control of any void-afflicted items ("void contraband") without prior sanction having been given by a magic authority and had knowledge of possession of the item even if they did not know it was afflicted. This includes anything subject to their control, even if it was in the custody of another.
  2. It is a defence for a person to prove that they neither believed, suspected, nor had reason to suspect that the item or items under subsection (1) were void contraband.
  3. A person guilty of Possession of Void Contraband shall be liable on summary conviction—
    1. A fine not exceeding fifteen (15) silver; or
    2. Corporal punishment not exceeding six (6) lashes.

s3. Void Corruption

  1. A person is guilty of the offence of Void Corruption if they are afflicted with void corruption.
  2. It is a defence for a person to prove that their affliction was sanctioned.
  3. This section will not apply to Ren'dorei using their abilities for the benefit of the Alliance through combat, research, or otherwise.
  4. A person guilty of Void Corruption shall be liable on conviction on indictment—
    1. A fine not exceeding thirty (30) silver; or
    2. Corporal punishment not exceeding twelve (12) lashes.
  5. The court may furthermore, after receiving submissions from the prosecution and defence, order for a person found guilty of the offence defined in this section to be subjected to involuntary cleansing from void corruption by a qualified professional.

s4. Powers to Search and Arrest

  1. A Sanctioned Official may arrest without a warrant a person whom they reasonably suspect to have committed an offence under sections (s2) or (s3) of this Act.
  2. A Sanctioned Official may stop and detain to search a person whom they reasonably suspect to have committed or possess evidence relevant to the commission of an offence under sections (s2) or (s3) of this Act.
  3. A Sanctioned Official may enter and search without a warrant—
    1. Any premises or other place; or
    2. Any vessel, boat, hovercraft aircraft, or vehicle of any other description
  4. which they reasonably suspect—
    1. to harbour, have recently harboured, or belong to a person defined in subsection (2); or
    2. to contain evidence relevant to an offence under sections (s2) or (s3) of this Act.

s5. Forfeiture

  1. Any Void Contraband as defined in subsection (s2)(1) found to be unlawfully possessed is to be forfeited to the court as evidence and thereafter destroyed or transferred to a magic authority recognised by the Crown.
